According to my memory, if you wait long enough, they will raise the alarm. Now if you're not stealthing but just messing around, then they're great, and if you don't want them to die, you can interrupt them by throwing a dart at them, so it doesn't matter if they're upgraded or not. why would you EVER use them if you're stealthing? They actively make stealth harder because they can easily kill someone with friendly fire and their movement becomes more unpredictable. I've NEVER had a smoke bombed guard raise the alarm, but I can't attest that it's not possible because maybe I've just gone past them too quickly.
Upgraded smoke bombs are fantastic for stealth, since you can just run past the enemies.
